Information Communication Technology (ICT) is rapidly gaining the center stage for future world economic growth and development. While ICT is gaining prominence as an engine for economic growth it also promises to have far reaching potential for the delivery of social services, enhancing the effectiveness of government administration. However to achieve improvement in services building up of community databases is critical in third world, where record keeping systems are deficient [Vongpanitlerd et.al, (1992)].

The application ‘Sakarma’ is thought of as a generic system for District Panchayats, Block panchayats, Corporations and Municipalities. A Decision Support System (DSS) can hardly function in district panchayat presently since no consolidated information on their corporate functioning is readily available.

Most of the E-Governance projects which have gained currency today, by and large give attention to front end processes only. Among these projects a majority emphasise on information access and transparency. There are some projects which concentrate on faster and efficient public transactions as well. Even in the few projects which undertake computerisation of the backend, the focus is in general on automation of processes in government as they exist.

The Information Kerala Mission (IKM) has been set up by the State Government with the sole objective of computerising local bodies. A comprehensive programme for the project has already been prepared. This shall include

  1. Linking up one thousand two hundred and fourteen local bodies with the District Planning Offices and the State Planning Board.
