The Sulekha Plan Monitoring system was conceived by the Local Self Govt. Dept., the State Planning Board and Information Kerala Mission as a comprehensive e-governance initiative for the formulation of the nearly 2 lakh annual decentralized plan projects of local governments, their appraisal and approval, and monitoring.
